Manajemen Perusahaan Umum Daerah (PERUMDA) Air Minum Tirta Komodo dalam Penyediaan Air Bersih di Kecamatan Langke Rembong Kabupaten Manggarai

This study aims to analyze the implementation of management functions in clean water provision at PERUMDA Air Minum Tirta Komodo in Langke Rembong District, Manggarai Regency. The research employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation and were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that PERUMDA Air Minum Tirta Komodo has implemented George R. Terry’s management functions, namely planning, organizing, actuating, and controlling. In the planning function, the company conducted mapping of vulnerable distribution areas, formulated water distribution strategies, and managed customer complaint services. In the organizing function, task allocation and coordination among organizational units were carried out according to the established organizational structure. The actuating function was reflected through employee direction, rotational water distribution, water tanker services, and customer complaint handling. Meanwhile, the controlling function was implemented through field supervision and periodic evaluations of service quality. However, several challenges remain, including limited service communication, inadequate verification of customer reports, slow responses to service disruptions, and the need to strengthen follow-up actions on supervisory findings. Therefore, improving management effectiveness is essential to achieve more sustainable and higher-quality clean water services.
