Abstract

Semarang City has 107 cultural tourism potentials across 16 sub-districts, consisting of heritage buildings, religious sites, thematic villages, traditional arts, and intangible cultural heritage. However, the availability of comprehensive evidence-based mapping documents to support cultural tourism planning remains limited, resulting in relatively low economic contributions from this sector. This community service program aimed to assist the Semarang City Tourism Office in developing a Cultural Tourism Potential Analysis using Morrison’s 10A framework. The program was conducted for eight months through four stages: instrument preparation and staff training, field surveys, data analysis and report development, and dissemination of results. Data were collected through observations, interviews with cultural community leaders, community discussions, and verification of tourism data in all 16 sub-districts. The activities covered several key destinations, including Kota Lama, Pecinan, Sam Poo Kong, Goa Kreo, Kandri Tourism Village, Meteseh Batik Village, and Pedurungan Art Village. The results identified three priority development zones: primary, intermediate, and local development zones. The 10A analysis showed that Attraction and Activities were the strongest components, while Awareness, Access, and Appreciation required further improvement. This program highlights the importance of academic assistance and community participation in strengthening evidence-based cultural tourism planning.
