Penguatan Tata Kelola Kelembagaan dan Profesionalisme Badan Usaha Milik Desa dalam Pengelolaan Air Bersih HIPPAM di Desa Kemiri, Kecamatan Panti, Kabupaten Jember

Access to clean water remains a persistent challenge in rural Indonesia, particularly in villages where municipal water utility coverage is limited. In Kemiri Village, Panti Subdistrict, Jember Regency, community-based clean water management is carried out through the Himpunan Penduduk Pemakai Air Minum (HIPPAM), whose integration into the Village-Owned Enterprise (BUMDes) is mandated by Government Regulation No. 11 of 2021. However, HIPPAM in Kemiri Village still operates with an unclear organisational structure, weak financial administration, and limited managerial capacity. This community service program aimed to strengthen institutional governance and professionalism in HIPPAM management through a participatory approach involving the village government, BUMDes management, and HIPPAM administrators. Activities were implemented in three stages: preparation (coordination and situational assessment), implementation (socialization, drafting of governance documents, and training), and monitoring and evaluation. Results show improvements in organizational structure clarity, the availability of foundational governance documents (Articles of Association and service Standard Operating Procedures), and greater awareness among administrators of transparent financial reporting. The program contributes to strengthening village-based public services and supports the achievement of Sustainable Development Goal 6 on clean water and sanitation.
